Public Utility Model authorities#
Public Utility Model authorities ran the PUM in practice, historically in Kansas City, Tulsa and Oklahoma City, Fort Worth, Pinellas County, Richmond, and Reno. They are instructive for both their measurement discipline and their failure modes: two of the flagship systems were later absorbed by fire departments.
